A request to subdivide nearly two acres of land in Spokane Valley into 30 residential lots is now open for public comment. The application, filed under the name Cooper Subdivision (SUB-2026-0005), proposes splitting 1. 94 acres โ or 84,597 square feet โ at 16 and 106 S. Tschirley Road into 30 lots. The property is located about 100 feet south of Sprague Avenue on the west side of Tschirley Road.
The Cooper Living Trust, listed at 16 S. Tschirley Road, owns the two parcels. Matt Kelly of Simpson Engineers, Inc., located at 909 N. Argonne Road in Spokane Valley, submitted the application on March 26, 2026. The city deemed the application complete on April 7, 2026.
Both parcels are zoned Multi-Family Residential and carry the same designation in the city's Comprehensive Plan. The project will require several additional permits, including engineering and final plat approval from the city, a sewer connection permit from Spokane County Wastewater Systems Division, and a connection permit from Consolidated Irrigation District #19.
The City of Spokane Valley Planning Division determined the project is not exempt from environmental review under the State Environmental Policy Act and will issue a separate threshold determination. A public hearing before the city's Hearing Examiner will be scheduled, with separate notice to follow.
