Spokane Valley's Hearing Examiner will consider a request to subdivide nearly 3 acres of land into 17 residential lots at a public hearing set for Thursday, May 7, 2026, at 9:00 a.m. at Spokane Valley City Hall, 10210 E Sprague Ave.
The project, filed as SUB-2026-0001 and known as the 3rd & Barker Subdivision, would split parcel 55191. 0526 into 17 residential lots, construct a public road connecting South Barker Road and East 3rd Avenue, and install required frontage improvements. The property owners are Russell and Shelley Boucher of Greenacres. Whipple Consulting Engineers, based at 21 S Pines Road in Spokane Valley, filed the application on their behalf.
The city issued a Determination of Non-Significance on April 3, 2026, under the State Environmental Policy Act, meaning no significant environmental impacts were identified. The appeal period for that determination ended April 17, 2026.
Residents and other interested parties may submit written comments to Associate Planner Brannon McNellis through May 7, 2026, either by email at bmcnellis@spokanevalleywa.gov or by mail to 10210 E Sprague Ave, Spokane Valley, WA 99206. Comments delivered in person must arrive no later than the day before the hearing. A staff report will be available at the Spokane Valley Permit Center at least seven days before the hearing date.
