A new subdivision application is under review in Spokane Valley that would divide roughly 1. 94 acres near Sprague Avenue into 30 residential lots. The project, filed as SUB-2026-0005 and known as the Cooper Subdivision, was submitted on March 26, 2026, and declared complete by the city on April 7, 2026.
The property is owned by the Cooper Living Trust and is located at 16 and 106 S. Tschirley Road, about 100 feet south of Sprague Avenue on the west side of Tschirley Road. The two parcels โ numbers 55192. 9051 and 55192. 9052 โ total 84,597 square feet. Matt Kelly of Simpson Engineers, Inc., located at 909 N. Argonne Road in Spokane Valley, filed the application on the owner's behalf.
The site is zoned Multi Family Residential and carries the same designation under the city's Comprehensive Plan. Before the subdivision can move forward, the applicant will need approvals from several agencies, including the City of Spokane Valley Engineering Division, Spokane County Wastewater Systems Division, and Consolidated Irrigation District #19.
The City of Spokane Valley's Planning Division determined that the project is not exempt from environmental review under the State Environmental Policy Act and will issue a separate threshold determination. The project will also go before the city's Hearing Examiner at a public hearing, with a separate notice to be published for that date.
