Deputies Investigate Reported Shooting, Suspect Arrested on Multiple Charges. Firearm, Spent Casing, Fired Bullet, Ammunition, and Drugs RecoveredSpokane Valley Deputies responded to the report of a bullet that was believed to have been fired from the rented studio directly below the victim’s and through her floor sometime during the night. Through the investigation, Deputies established probable cause to arrest the suspect for felony and misdemeanor charges and obtained a search warrant. A handgun, ammunition, and suspected drugs were seized. Thankfully, no one reported any injuries stemming from this incident. On September 25, 2026, at approximately 1:40 pm, Spokane Valley Deputies responded to the 12800 block of E. Sprague Avenue for a reported possible shot fired through the floor of a rented studio, which appeared to have come from the rented studio below. Deputies arrived, secured the two involved rooms, contacted employees, and the adult female victim. The victim stated she was asleep in her room when a loud noise woke her. Startled and unsure of what caused the noise, she looked at her phone, which showed the time as 3:20 am. After hearing nothing else, she fell back asleep. At approximately 1:00 pm, she got up and felt crumb-like pieces of something on the floor. When she investigated, she found what appeared to be white ceiling and floor chunks spread across the floor around the bed. Worried about the damage and not wanting to be held financially responsible, she immediately reported it to employees. When she returned to show them the damage, they observed what appeared to be a bullet hole in the bottom of the mattress and floor. With permission of the staff, Deputies recovered a spent bullet in the final foam layer, at the top of the mattress, just under the final cloth layer. The staff advised Deputies that they had checked the studio where the bullet was believed to have originated. While doing so, they observed a handgun, a white powder believed to be illegal drugs, and other drug paraphernalia. They also advised the guest/suspect was not inside the room. Staff estimated the total repair cost at $1,170 or more. Shortly after, the suspect, 29-year-old Richard R. Roseborough, returned to the location driving his work truck. He was detained, advised of his rights, and he agreed to answer questions. He told Deputies he was the only person registered and the only one to be in the room during his stay. When asked how the handgun may have been fired during the night, he said he wasn’t sure, stating the sound of a gunshot would have woken him up. With probable cause established, Roseborough was arrested and advised of his charges. Being a Canadian citizen, Deputies notified the Canadian Consulate of Roseborough’s arrest. After obtaining a search warrant, Deputies located and seized a Colt M1911 .45 caliber pistol, a magazine with 8 live .45 caliber cartridges, one loose live .45 caliber cartridge, two boxes of live .45 caliber cartridges (98 in total), one fired .45 caliber casing, a small digital scale, a bag of lighters/torches, a bag of glass pipes, and a white powdered substance, which later showed a presumptive positive test result for Cocaine.
