Two Spokane Valley Properties Proposed for Residential Subdivision

Two separate residential subdivision applications are currently under review by the City of Spokane Valley, with public comment periods open for both projects.

The first proposal, filed under case number SHP-2026-0004, would split a 0. 26-acre parcel at 10413 East 6th Avenue into two residential lots. The application was submitted March 30, 2026, by Rob MacGregor of Upper Left Holdings LLC, based at 4921 North Penn Avenue in Spokane. The parcel is zoned Single-Family Residential Urban (R-4). The city determined the application was complete on April 16, 2026, and the public comment period runs through May 4, 2026. The project has been deemed categorically exempt from environmental review under the State Environmental Policy Act.

The second, larger proposal โ€” the Cooper Subdivision, case number SUB-2026-0005 โ€” seeks to divide 1. 94 acres at 16 S. Tschirley Road into 30 residential lots. Owner Cooper Living Trust filed the application March 26, 2026, with Matt Kelly of Simpson Engineers, Inc., listed as the applicant. The city found that application complete on April 7, 2026. The public comment period for this project runs from April 17 through May 18, 2026, and the City of Spokane Valley Hearing Examiner will serve as the decision-making authority.

For the E. 6th Avenue short subdivision, no public hearing is required under city code, as the proposal involves nine or fewer lots. Required permits for that project include city engineering approval, final short plat approval, a Spokane County Wastewater System Division connection permit, and applicable utility provider permits.
