Two subdivision applications are currently under review by the City of Spokane Valley, with public comment periods open for both projects as of April 20, 2026.
The first proposal, filed under case number SHP-2026-0004, would divide a 0.26-acre parcel at 10413 East 6th Avenue into two residential lots. The application was submitted by Rob MacGregor on behalf of owner Upper Left Holdings LLC on March 30, 2026, and was deemed complete on April 16, 2026. The property is zoned Single-Family Residential Urban (R-4) and is categorically exempt from environmental review under state law. Public comments will be accepted through May 4, 2026.
The second proposal, known as the Cooper Subdivision (SUB-2026-0005), requests approval to divide 1.94 acres at 16 S. Tschirley Road into 30 residential lots. The application was submitted March 26, 2026, by Matt Kelly of Simpson Engineers, Inc. on behalf of the Cooper Living Trust, and was deemed complete on April 7, 2026. Because this proposal involves more than nine lots, it will require a public hearing before the City of Spokane Valley Hearing Examiner. Written comments are accepted through May 18, 2026.
For the E. 6th Avenue project, additional permits required include City engineering approval, final short plat approval, a Spokane County Wastewater System connection permit, and utility provider permits. No public hearing is required for that smaller proposal, as the city's Economic Development Department serves as the decision-making authority for subdivisions of nine or fewer lots.
